It's "The Bank in Your Pocket." Payment cards, e-Payments, Mobile Payments and Kiosks all create specific risks of money laundering and terrorist financing. The Financial Crime Forum's ASIA PACIFIC FORUM 2012 will take place in Hong Kong and address all these inter-connected technologies and risks.
Mobile Banking, e-payments and Payment Cards are ideal means of moving value without moving money. In effect, these systems turn everyone into their own hawaladar or chop dealer.
And put a bank in everyone's pocket.
They are, mostly, designed for small transactions but in some cases can be used for substantial amounts without drawing suspicion.
They are ideal for facilitating small cross-border payments by large numbers of people for illegal activities.
Despite the obvious risk, the legal and regulatory treatment of these systems differs widely from country to country, facilitating the "shopping around" by criminals for the lowest risk (to them) methods of accessing a payment system that can be used both domestically and internationally, regardless of culture and currency.
The Financial Crime Forum's 2012 Asia Pacific Forum focuses on these risks and how to identify and manage them.
