The report reports Human resources executive Jassim Ahmed Al Ali as saying the the workforce in the private sector is already 99% foreign and 91% foreign in the public sector. He is quoted as saying "According to official figures, by 2009 UAE nationals will account for less than 8% of the workforce, and by the 2020 UAE nationals will account for less than 4%."
The website cites a February 2008 report from the Federal National Council saying that about 85% of the 5.6 million people living in the UAE as at December 2006 were expatriates. It further quotes a study by Sharjah University in 2006 found that 32.6% of Emirati men, and 47.7% of Emirati women were unemployed.
The article at http://www.arabianbusiness.com/515875-less-than-4-of-workforce-emirati-by-2020 sets out what Al Ali considers to be the root causes for the disparity - including poor training, poor pay, gender inequality and nepotism plus many other factors.
