Commodore Frank Bainimarama is the military leader who took control of Fiji in 2006. But Fijians were not taken aback: it was the fourth coup in twenty years. And whilst they hope for democracy, they expect that to be difficult to achieve.
Bainimarama based his actions on the removal of the previous democratically elected president arguing that his policies were racially motivated, preferring indigenous Fijians over the broader population.
But constant and escalating poverty has led to dissent. Pressure from overseas and even sanctions have not unsettled the government and it is unlikely that the Court Order will, either. The Government which won in the lower court now intends to appeal.
