Strangely, the spammer who wrote the message below is not committing a fraud. Misleading, perhaps, but a fraud, no. But if anyone takes up the offer and uses the product without disclosing what it is, then that would be a fraud. And from an employer's point of view, it's just made recruiting a little bit more difficult.

A recent scandal in the government of Iran was caused by the discovery that one of the President's personal appointees to high office had faked his degree qualifications. More and more fake qualifications are being discovered - indeed, several surveys have said that at least 10% of applicants for positions overstated their qualifications. That, of course, is just those that were caught doing so.
Employers do not have the time to check that all education certificates are genuine. And now a spammer is offering to sell
The copy that came to us was circulated via an old (and corrupt) email list that's been sold to fraudsters all over the world for a number of years. It purported to come from an address at dailymail.co,uk - a national newspaper. Of course, it dit not really come from them.
The spam is well crafted and in surprisingly good American. Most spams are poorly written.
This spam promotes a degree-mill: one that issues "degrees" based on "life experience." But the tenor of the mail - and its headline - is much more sinister. Headed "Offers authentic-looking fake University_Dip1oma/Degrees," it suggests that you can get a certificate for any degree you wish, just by paying for it.
The US state of Oregon is so fed up with degree-mill paper that it has passed a law requiring anyone with an unaccredited degree to tell employers, customers and clients where they got their qualification. And the susceptibility of those in developing countries to stump up money for a worthless certificate was highlighted when Antigua's Finance Minister recently told a compliance symposium that they should not use qualifications from degree-mills as their qualifications.

The degree-mill scam is cyclical. It always becomes more active when economic conditions make getting a job more difficult, and so people look for any edge they can.
For employees, some know that the paper is worthless except insofar as an employer may decide it is useful. For employers, it is problematic for, if the issuing institution exists, checking with it will result in a positive response as to the granting of a degree. Employers therefore have to check out the issuing institution, not just the degree holder.
Of course, for those that fake degrees from reputable and proper institutions, checks will reveal that the person handing over the paper never attended or never graduated from there. That was what sank the Iranian minister. He simply never thought anyone would ask the prestigious university from which he produced what purported to be a certificate if he had actually graduated from there. Someone did, and he had not.

If you buy a degree by verifying your life experience or work experience, you can find the right degree for you without ever having to leave your workplace and instead get all the documents like the diploma certificate with the University's legal verification and official seal certifying the degree chosen, the transcript, a cover letter, copies of the College's or University's official certificate of accreditation, the institutions postal prospectus approval and a few important things more. Having a University degree is very important these days, and as always in life you should only stick with something you want. Beware choosing to be something just because it was the only good degree your local institution offered. After all, you are only going to be good at your job if you like to do it. Thus, you have to get a degree that means something to you. This used to be a task that could take you years. Buying a degree is nothing harmful.
